Graciela Garay has served as Director of Ethics, Compliance, and Integrity at the South American Football Confederation (CONMEBOL) since 2016, leading an ongoing process to strengthen transparency and integrity in regional football through the design and implementation of the organization’s Compliance and Integrity Program.

In 2024, CONMEBOL renewed its ISO 37001 certification on Anti-Bribery Management Systems and achieved ISO 37301 certification, which ensures compliance with a Compliance Management System.

Within the framework of Copa América 2024, CONMEBOL spearheaded the creation of South America’s first Anti–Match-Fixing Monitoring Group, in collaboration with leading international organizations—an initiative that has since been replicated in the CONMEBOL Libertadores and CONMEBOL Sudamericana tournaments.

Graciela is also a keynote speaker at international compliance and anti-corruption conferences and has successfully completed both UEFA’s Fight the Fix program and FIFA’s Diploma in Football Law.

She has over 15 years of experience managing complex compliance matters and more than 30 years in the commercial aviation industry.

Between 2006 and 2008, she served as President of the Paraguayan-American Chamber of Commerce and of the Business Ethics Pact. She was also a founding member of the UN Global Compact Paraguay Chapter.

Currently, she is a member of the World Compliance Association’s Observatory, a Senior Ambassador of the Target Gender Equality program, an Advisory Member of the Integrity & Compliance Wing of G100: Mission Million, and a contributor to Compliance Latam.

She holds a degree in Business Administration from the Catholic University of Asunción and a master’s degree in Compliance, Fraud, and Money Laundering – specializing in Risk Management from EALDE Business School. She is certified as an Internal Auditor and Lead Implementer of Anti-Bribery Management Systems, as well as holding international certifications as a Compliance Officer.
