International Legislators’ Agenda (ILA) is a Clarion Gaming initiative aimed exclusively at regulators, policymakers, legislators and government officials who attend CG events around the world. 

The programme strategically combines networking and educational activities for the regulatory community, providing a comfortable environment for professionals to come together to share best practice and discuss the most pressing regulatory challenges facing the sector.

The ILA is invite-only and open exclusively to regulators, policymakers and government officials.  If you are on this page, you have been pre-approved as a member of the ILA and are invited to attend any of the events below, but your RSVP for each is required?

New for ILA: ILA Lounge in the Platinum Suite – a new addition to ICE and the ILA experience we’re planning for the members of the regulatory bodies, this will be a quiet and relaxing place, close to the show, but away from the busy aisles, to hold meetings, meet other regulators or simply rest up.


Gathering regulators, policy-makers and legislators from around the world in attendance at the largest industry show, International Legislators’ Agenda aims to provide an exclusive environment to address the key regulatory challenges they face. The agenda of educational and networking sessions will span across the 6th, 7th and 9th of February to offer:

15.00 – 17.00:  Match fixing: When the uncertain becomes certain - at the ICC Capital Suite Room 17 at ExCeL

Encouraged by recession fears, lingering pandemic concerns and other challenges, organised crime has found lower divisions of football, tennis, basketball and other sports, as a source of income. These criminals often involve an individual link - for example, a former player or coach - with active players, coaches or even executives of a club to ensure a certain outcome of a match to maximize a bet's financial return. As such, cooperation between law enforcement authorities, sports associations and the different gaming and betting stakeholders is essential to address this criminal enterprise that is causing enormous reputational damage to sports competition and legalized gambling and having a tremendous economic impact on the gaming industry.

This workshop, organised by the International Association of Gaming Advisors,  will begin with a keynote address providing a broad overview of the issue, followed by a presentation on fraudulent player behavior. The session will conclude with an interactive panel discussion featuring representatives from the betting and gaming industry who will address a variety of topical issues and discuss what the global gaming industry can do to address the negative effects of match fixing.

Already part of the ICE London tradition, all ILA attendees are invited to attend this popular reception in an iconic London venue to start the busy week in style.

This is an invite only event for members of our supporting associations, regulators, TEN members and other invited guests. RSVP is required.

10.40 - 12.15: WrB roundtables at the ICC International Capital Suite

A unique experience to sit down with country stakeholders and discuss the latest developments in Global markets. The session will give attendees the chance to meet with regulators, local operators & suppliers to discuss market entry and key jurisdictional issues, as well as impending regulatory change. WRB Roundtables will host the USA, India, Canada, Chile, Hungary, Africa, UK, Baltics, Brazil, and Western Europe.

12.30 - 14.00: Annual Regulators’ Lunch  in the ICC Capital Suite Room 4

The annual Regulators’ Lunch brings together the international regulatory community for unrivalled networking opportunities and to hear keynote addresses from industry leaders.

The keynote speaker at this year’s Regulators’ Lunch, Edward S. Simermeyer, Chairman, National Indian Gaming Commission, represents the United States federal regulatory agency that oversees and supports tribal operations, including some aspects of their relationship with their commercial partners, including many of the audience’s licensees.

Join to learn about  the unique regulatory framework in Indian gaming that generates half of the gambling revenue in the United States and is a desired partner for many global organisations eager to enter this market of growth.

14.15 - 16.45: Consumer Protection in Focus in the Consumer Protection Zone (N1)

Consumer Protection Zone (CPZ)  is a focal point at the ICE London exhibition fully dedicated to responsible gambling and consumer protection, featuring an agenda of discussions throughout the three days of the show. 

Join the industry stakeholders discussing safer gambling in a broader context of ESG and sustainability, looks at technology advancements in the area of consumer care and puts a spotlight on lived experience of gambling harm.

16.45 - 17.30: Donation ceremony and networking reception at the Consumer Protection Zone (N1)

An opportunity for regulators, policy-makers and key industry participants, both operators and suppliers, to advance their dialogue on how best to ensure consumer protection, avoiding unintended consequences and decisions unsustainable from the business perspective.
